I don't use MS-Windows. Have you perused the docs? eg https://docs.python.org/3/using/windows.html?highlight=windows DuckDuckGo's first 'hit' for "How to Install PIP for Python on Windows" is https://www.liquidweb.com/kb/install-pip-windows/ - but please be aware that what comes-with varies according to the source used to obtain the copy of Python, and (perhaps) the version of MS-Win.
