You're getting that response because you are re-running the installer rather than running python. Take a look at https://docs.python.org/3/tutorial/interpreter.html#invoking-the-interpreter There is a section explicitly for Windows. Whoever asked you to download python has made the incorrect assumption that you could figure out what to do. That's not your fault.
