You are running into an issue caused by a change in setuptools:

It looks like the simplest solution is to first install the wheel
package in your venv:
pip install wheel
pip install flask-mongoengine==0.9.5
Either that or install a previous version of setuptools. You may want
to chime in on the discussion of that issue.
