AFIAK, you have to use a Windows system to create a windows executable. In the past, I used py2exe+InnoSetup for both tkinter and wxPython Windows apps. But, py2exe seems to be a dead project and the last time I tried to use it (a couple years ago) I couldn't get it to work on recent Windows+Python versions. Currently I use cx_freeze+InnoSetup for tkinter apps. (I no longer have any wxPython apps I maintain for Windows.)
