The string library is a utility set of functions with common string operations and that documentation is about the specific library, not the concept of strings or their syntax and other features in the language itself. That said, I do think you make a good point about the discovery of documentation. If a reader would reasonably find themselves in the wrong location while looking for information, maybe more can be done to guide them to the right place.
