This one should definitely be two-phase. First, the non-code- breaking change that replaces-and-deprecates the warty handling of negative indexes, and later the removal of the old style. For the former, there's no need to wait for a X.0 release; for the latter, 3.0 may be too early. The draft PEP went to the PEP editors a couple days ago.
