At this point, I would say yes. The immediate effect is no more PEP approvals for maybe 3 months.
This kind of announcement makes me worry for the future.
Forcing core developers to collectively not lean on Guido might release new energy and end up being a plus. It is certainly too soon to assume the opposite.
