like typical behaviour when you don't have the application installed on your 
computer, it actually open up a browser and gives results for ipython using bing

I have not seen Command Prompt do that on Win 10 or any other Windows.

C:\Users\Terry>ipython
'ipython' is not recognized as an internal or external command,
operable program or batch file.

Maybe you have some malware that wraps Command Prompt.
