I right clicked on the file, no option to unblock. I right clicked on the right pane: no right click menu. I tried clicking on internet options within help menu under the options icon in the ribbon and that leads to nowhere. I can open the one that came with the python installation... no issue. The stand alone .chm one downloaded from the web on other hand I get this issue.
