For me, that's a window width issue. The sidebar with the filters only
shows when the window is wide enough. Unfortunately, the text mentioning
it doesn't change, so this should be fixed.

There's nothing on the left of the page. It has:
(pypi logo) (search projects text box)
("Enter a search query..." with examples)
(Add filter button)
then the blue footer with "Get Help", "About PyPI", etc.
