I too facing the same issue related to pip file for other models installation.
Installed Python 3.6.3 Amd64 in Windows 10 OS. Want to install Tensor flow using native pip as suggested... But, observed that pip3 file in Scripts folder is missing. Also, Scripts folder is empty.
