I'm 99.5% certain it's not gate_news. It's always been running. The only thing Mark and I changed was to get SpamBayes running again as part of gate_news. Its only effect on a message is to add relevant headers (typically X-Spam-Evidence and X-Spam-Status). It never modifies existing headers.
