It is usable with Python 2.4.1 on Linux and OS X at least. IIRC, mingw-compiled extensions don't work with the standard Python 2.4.1 interpreter, which is, I believe, the largest holdup for Windows binaries for 2.4.1. If you have success building Scipy for Python 2.4.1 on Windows, please let us know on the Scipy list.
