I believe IDLE is part of the Python distribution. Do a search for idle from the python directory.
On Windows, the installer has a checkbox, default checked, to install tcl/tk, tkinter, and idle. There is an IDLE icon in the Python x.y group in the Start menu.
I don't know the details for other systems. -- Terry Jan Reedy -- https://mail.python.org/mailman/listinfo/python-list
