I can't say that I've seen it. I know that Raymond Hettinger is not too fond of adding new syntactic features that add little in the way of power but make the language harder to learn, but I don't recall anyone saying that it is harder for newbies to get started with Python 3 than Python 2. There are more features in Python 3, so in that trivial sense of "more to learn", I suppose that it is objectively correct that it is harder to learn than Python 2.
