That came from his next post, in which he said "So that user cant do any other operation.". That's the preventing access bit. Of course, if "Always On Top" is sufficient, then it's (a) easy, even across platforms, and (b) not the UI annoyance that misused system modality would be. There's plenty of use for always-on-top.
