You're looking at the encoding of the HTML page which displays only the body and a few selected headers, copied from Nikos' post. It has no connection to the encoding of the post itself. If you're using Thunderbird, or some other mail/news client, there is usually an option to View Raw Post or View Entire Message or something similar.
