Apples and oranges. It's a bit like asking if C is an embedded systems language or if JavaScript is a 3D graphics language. Well, no, but you can use them for that if you want. That doesn't render them any less Turing complete. In the same way, Python is a programming language that can be used for scripting, as well as lots of other things, from web programming to number crunching.
