Not Python, but FOSS, cross-platform and it works with PostgreSQL: http://www.xtuple.com/openrpt Apart from that one, among the mentioned DB RAD frameworks, at least Dabo and Camelot include report builders. And, again; Libreoffice Base comes with a reporting framework, although the latest version afaik has a currently unresolved bug, so you'll have to retrograde to an older version if you want to use it.
