PEP 414 has been accepted:

This means that from Python 3.3 onwards, you can specify u'xxx' for
Unicode as well as just 'xxx'. The u'xxx' form is not valid syntax in
Python 3.2, 3.1 or 3.0.

The idea is to make porting code from 2.x to 3.x easier than before.
