Presumably you are using NAT (Network Address Translation). You'll need to arrange for a port (or a set of ports) to be forwarded to that computer, which is done by configuring your NAT router. In a simple home network, this usually means logging in using the router's home page, such as http://192.168.0.1/ or http://192.168.1.1/ (it'll be the same as your default gateway); otherwise, talk to your network admin about it. The port or ports that you need to forward will depend on what you mean by "connect and control". For SSH, that's port 22; for VNC, port 5900. Other services are on other ports.
