The PSF 3.1 Windows installer ships with tcl/tk 8.5 and ttk support. You ought to too.
but that should not be an issue with 2.7 as I believe that the python.org MSI installer is now using Tcl/Tk 8.5 (albeit with an older patch-level version?) to support the new `ttk` module in 2.7+.
For 3.1.3 and 3.2, the tcl/tk85.libs are dated 8/28/2010. Don't know what that means though.
