This has nothing to do with round().
round() returns a float, and float(4.50) is 4.5.

You can *print* it as 4.50 using format strings, but the float will always be 4.5


>>> n = 4.499
>>> x=round(n,2)
>>> x
4.5
>>> print "%.2f" % x
4.50
>>> s="%.2f" % round(n,2)
>>> s
'4.50'
