This process is called 'refactoring' [a good term to Google], and
every
decent IDE provides some support [if it doesn't, it isn't a "decent"
IDE]

Here are 2 well known IDEs, that help with refactoring (and many other
things).

http://www.eclipse.org/
Both supports python.
I personnaly will stick to vim :o)
