One thing to bear in mind is that any settings, however obtained, in the User part of the registry (HKCU\Software\....) will override those in the Machine part of the registry (HKLM\Software...). If you think you've set things correctly and you're still not seeing the effect, check under HKCU to see if there's something there which would override things.
