the C 89 grammar appears to be:

    initializer:
        assignment-expression
        { initializer-list }
        { initializer-list , }

    initializer-list:
        designation-opt initializer
        initializer-list , designation-opt initializer

so a trailing comma has been allowed for around twenty years.
