I missed it because I googled for Mark Twain and parts of the Churchill quote -- for that I'm now convinced it is as wikiquote gives a slightly longer excerpt and the date and location of the speech (November 11, 1947, in the House of Commons). The closest Mark Twain quote I found is "We are stopping at Shepherd's Hotel, which is the worst on earth except the one I stopped at once in a small town in the United States." http://www.mtwain.com/Innocents_Abroad/58.html Not very close, though, and the ones on wikiquote are better, too.
