It is certainly a place. Given the number of bogus bug reports on bugs.python.org, asking here is often a good idea. In this and your other post, the problems you report look like probable bugs to me, so go ahead and report them on the bug list unless someone else has an explanation (within a day, say).
2to3 had probably been less well tested and debugged than either of the new releases, so testing it now is helpful.
