If parsing is not required, dateutil is just fine:
from datetime import datetime
from dateutil import relativedelta
# second monday
datetime.now() + relativedelta.relativedelta(day=1,
weekday=relativedelta.MO(+2))
# next month
datetime.now() + relativedelta.relativedelta(months=+1)
