As I pointed out in a previous post, http://groups.google.com/group/comp.lang.python/msg/c911d6d249d327a6?hl=en& http://groups.google.com/group/comp.lang.python/msg/363fe742925623c4?hl=en& whether a person is or is not a native English speaker is irrelevant -- what is relevant is their current ability with English.
