Yes. A lot: http://www.python.org/moin/WebProgramming I know someone who successfully created a web application that runs from CD-ROM, using Snakelets. So you may want to have a look at that one first, because this is quite similar to what you want to do, right? Then again I'm biased ofcourse. Just have a quick look at the available libraries and decide which one fits your needs most.
