Two very popular frameworks are TurboGears (http://www.turbogears.org) and Django (http://www.djangoproject.com/). I have had good luck with both in the past, and TurboGears is my current framework of choice. There are a bunch of other frameworks out there as well, but I would guess that these are the two most popular.
