Specifically,  you have to have one of the core Python developers (or
one of a handful of other people, depending on context) to sponsor
your PEP.

My recommendation: Even though he isn't the final arbiter of the
project any more, Guido is still an incredibly smart person, with a
lot of experience in language design, so you should probably take
notice of his words. See his earlier post in this thread. :)
