It does indeed -- it declares the last bit to be the suffix. So
correspondingly, .with_stem() should be everything before the last bit, or:
[corrected examples]
p = Path("foo.bar.txt")
p.with_stem("quux")
"quux.bar.txt"
p.with_stem("baz.quux")
"baz.quux.bar.txt"
