I do have the x86_amd64 stuff installed and after applying a patch to fix another small cross compile error I do see a proper build ie setup.py build --plat-name=win-amd64 and then use setup.py bdist_wininst --plat-name=win-amd64 --skip-build does work. I believe that bdist_wininst is wrongly relying on build to get the right plat_name, but that isn't happening.
