I consider that building Python with clang is a new feature. I prefer to not backport these changes to 3.9 and 3.10 to avoid any risk of regression. I wrote GH-30528: simple fix for Python 3.10, but I don't know if it works. I don't know how to test my change. It seems like clang is not commonly used on Windows, so I close the issue.
