The problem still exists in version 3.10.1, in Windows. When the user wants to get the documentation, the whole screen is hidden by it, which is very inconvenient. If the user does not want this behaviour, they have to change the shortcut, for instance in: C:\ProgramData\Microsoft\Windows\Start Menu\Programs\Python 3.10 This is not possible if the user doesn't have the admin rights.
