Python 2.7.x reached end-of-life in early 2000 so it is no longer supported in any way. That said, since you say the file extension is .mpkg and based on the behavior you describe, it sounds like you are trying to install a very old version of Python 2.7. The last release of 2.7 was 2.7.18.
