Certainly, that's true - there are a number of issues that get laid at logging's door because of interpreter shutdown sometimes intersecting with asyncio, threads and error handling using logging to report, which then fails in turn because of inconsistent interpreter state during shutdown. That would then perhaps be a "wontfix" or "cantfix" because there is no good solution.
