Christian, thanks for the pointer. I think you're right, I probably am actually wanting this to be fixed in setuptools, not distutils, since setuptools is what people are using today. Since setuptools is an offshoot of distutils, I had assumed that the developers of setuptools would take ownership of any remaining distutils bugs that affected setuptools but I guess not.
