Regarding multiple Tk instances, IMO we should try the straightforward solution first: Tcl/Tk has its own mechanisms for handling per-interpreter state, so we may not actually need to handle any of this ourselves. Regarding the title of this issue, it is indeed a bug in Tkinter rather than IDLE, but it does affect IDLE significantly, and someone searching for this might search for IDLE rather than Tkinter.
