One additional thought: there was a longstanding issue specific to using venv on macOS that has recently been fixed (Issue22490); that fix will be released first in Python 3.8.3 which should be available in a few weeks (or, if you are comfortable doing so, you could build it yourself from the current 3.8 branch on Github).
