dict syntax tools make it fairy easy to compose new dicts from old ones with 
overrides:

    subprocess.run(..., env={**os.environ, 'FOO': ..., 'BAR', ...}, ...)

Would this be sufficient to avoid the copy/pasting boilerplate?
