I now do not think that it is a Python problem. It only appears when Ubuntu 18.04 is upgraded to 19.04 by the upgrade process. The problem does not show up on a fresh install of Ubuntu 19.04 followed by a source install of Python 3.8.0b4 only if the install is preceded by a software upgrade of Ubuntu.
