There is no a bug.
"\\\"" is the same as r"\\" -- a 2-charackter string consisting of a backslash
character and a doublequote character. r"\\\"" is a different string, it
contains 3 backslash characters.
>>> print("\\\"")
\"
>>> print(repr("\\\""))
'\\"'
