Have you tried a proper install as well? Could you do that to rule out any problem on your machine? Are you repackaging anything as part of your app, or are you just testing the package first and getting this error? It looks like you're running from the directory you extracted to. Is there anything else in that directory or just the Python files? When you say there are two vcruntime140.dll, you mean one in each package and they're the same? That might be a problem, but it wouldn't show up like this, so I don't think it's yours.
