I think this is an issue with pip specifically with Ubuntu/Debian packaging causing the error. Please see https://github.com/pypa/pip/issues/3943, https://github.com/pypa/pip/issues/4779 and https://answers.launchpad.net/ubuntu/+question/659285 .
