As someone who has written MSDN samples, I'll spoil the secret and let you know that there's no consistency there, so you can find examples to prove either direction ;) I wasn't expecting expertise or research. I was only expecting a description of the change that clearly specifies who benefits and who loses, and leaves a chance for the affected experts to confirm impact before being merged.
