On 10.13.6 with 3.7.0, 'python3 -m idlelib.configdialog' in bash terminal runs configdialog unittests and brings up a human-verified test (htest) driver box with a ttk scrollbar whose slider does not stick. I has a dead zone beneath or above, but I wonder if this has anything to do with the portion of the file already visible. Kevin, tk_scroll(2).py are failed attempts at simplified reproducers.
