Nobody responds yet, so I will. I think that the basic proposal was made by Chris Jerdonek in msg171692 already on 2012-10-01: First document both behaviors and then discuss the possible harmonization. I think the proposal was good and further discussion has confirmed this. Chris Jerdonek, to whom this issue is assigned, last commented it on 2012-12-18. Shouldn't the issue be assigned to somebody else?
